According to this source and hearing transcripts on two motions to withdraw, Ovie Carroll, the director for the Cybercrime Lab at the Department of Justice, urged the federal judges present at a seminar to “use the TOR [sic] network to protect their personal information on their computers, like work or home computers, against data breaches, and the like”.
Tor is a privacy-focused website that maintains an anonymity software that can be used by users that want to remain anonymous, for goods and for bads.
Even thought it sound interesting to hear a government official endorse Tor, the website explains that “Tor was originally designed, implemented, and deployed as a third-generation onion routing project of the Naval Research Laboratory. It was originally developed with the U.S. Navy in mind, for the primary purpose of protecting government communications”. See here.
It seems that today Tor is used every day for a wide variety of purposes and users, among which the military force.
